CDC Design & Review Process
All exterior changes to your property require approval from the Community Design Committee (CDC) before you begin work.
The CDC exists to create and keep our community desirable, attractive, and suitable in architectural design, materials, and appearance — protecting property values and the natural beauty of Princeville for all owners.

These rules outline what is and is not permitted. You must follow them. Failure to comply may result in fines and/or requiring you to re-do your project.

The Plan Reveiw Process
Minor Project Review Process

Submit your application with any required documents, photos, or plans

CDC Community Liaison reviews — many minor projects can be approved quickly by the Liaison

You'll be notified in writing if approved or if changes are needed

Timeline: Most minor projects are reviewed within 1–15 days.
Major Project Review Process

Contact the CDC Community Liaison to schedule an initial consultation

Submit your application package with required documents, plans, and fees

CDC reviews at monthly meeting — complete packages must be received by the 1st of the month to be considered that month

You'll be notified in writing if approved or if changes are needed

Begin work only after written approval

On-site inspections are required at key milestones (view inspection schedule)

Timeline: Major projects may take at least 4–8 weeks for review, depending on complexity.
Reminders List
✅ Incomplete applications will not be reviewed — make sure you include all required documents, fees, and materials
✅ You must have written approval before starting work — verbal approval is not sufficient
✅ Approvals expire after 12 months — if you haven't started work, you'll need to resubmit
✅ Final inspection is required — this is how you get your Construction & Compliance Deposit refunded
Project-Specific Guidelines
Driveway Change
Due to the PHCA Architectural Rules, some properties may need to widen their driveway to accommodate all vehicles at the residence.
To expand your driveway, complete and submit the CDC Minor Project Application along with the site plan/picture showing the expansion location.
Driveway expansion requirements:

$500 refundable construction deposit

Made of concrete
-
Have rebar dowels, min 3/8″ diameter, and drilled into existing adjacent slab
-
Area must be grubbed, and a sub-layer of gravel or sand installed
-
All hardscape cannot exceed 20% of the size of the lot
Exterior Paint
- Complete and submit the CDC Minor Project Application even if you’re simply painting the same color(s).

Paint a sample of the body, trim, and fascia colors onto an area of your house.
-
The sample paint will be reviewed by the CDC / Community Liaison.

When approved, you’ll be notified in writing, and then you can proceed to paint the house.

When the project is completed, call (808) 977-8716 for a Final Inspection.
Flagpoles & Flags

Flagpoles must be submitted to the CDC for approval prior to installation.
-
Flagpoles cannot be located in building setback areas.
-
No more than one (1) flagpole may be installed on a lot.
-
Flagpole height must be proportional to the height of the house, but must not exceed 15 feet.
-
Halyards are to be securely fastened so as not to create a noise nuisance.
-
Only the State of Hawaii or U.S. flag may be flown at any given time. No other flags are allowed.

All government protocol is to be followed.
Hedge Agreement
Click here for the Hedge Agreement form to be completed by owners of the adjoining properties. The final and notarized agreement will be recorded with the Hawai’i Bureau of Conveyances.
Landscaping

Whether you are simply removing a tree or re-landscaping your entire yard, the Community Design Committee (CDC) needs to be notified. The extent of the review process varies depending on the scope of the landscaping changes requested.

New Home Construction
If you own a vacant lot and would like to build a new home, we advise you to read through the CDC Architectural Rules to review the requirements for building in Princeville. If you would like to come in for a consultation on the process, please contact the CDC Liaison via email: cdc@pcaonline.org.

Home Addition or Renovation

A renovation consists of any combination of changes to paint, roof, windows/doors, landscape, and/or other exterior changes. A renovation may require a variety of applications, but should be submitted as a package for the CDC to get a good overall view of how the property will look post-renovation.

An addition consists of adding square footage to the residence. An addition to your home will follow many of the above steps. It may be possible that only one review is necessary, depending on the size of the addition.

Pool & Spa /
Water Features
The installation of a pool and pool deck, spa, and/or other water features requires CDC approval and is subject to setbacks and other requirements.
Review the CDC Architectural Rules for rules regulating pools and pool equipment (5.59) and for rules regulating spas (Section 5.31). Please note, required setbacks are from the property line, not the road.
To apply for CDC review of a new pool, please review and complete the Pool Application and send it to cdc@pcaonline.org. To submit large files, please request a Dropbox link when you submit the application form.
Self-contained spas/hot tubs/water features larger than 8’ x 8’ shall meet the swimming pool requirements. Other spas/hot tubs/water features may be applied for using the Minor Project Form.
The Princeville Utilities Company Inc. (PUCI) requires pool plans to include backflow preventer information, including its location on the site plan, a diagram of the device, and certain specifications. Contact PUCI for further information: (808) 826-6100.
Complete Pool application packages must be received by the 1st of the month to be considered at that month’s meeting. Incomplete packages will not be reviewed.
Roof
Complete and submit the CDC Minor Project Application even if you’re re-roofing with the same material. Note, there are updates to the product type and color availability; see the application for the current choices available for use in Princeville.
Select your roofing material with the following guidelines in mind:
1. All asphalt and composite roofing materials are to be a minimum of two-piece laminated construction
2. To maintain architectural consistency, the following materials are prohibited:

Low-profile asphalt or fiberglass shingles

Mineral roll roofing
-
Corrugated metal roofing
-
Painted galvanized roofs
-
High gloss tile roofs
3. All composite roofing materials must have a minimum 10-year algae resistance warranty, a copy of which is to be provided to the CDC. Historically, any roofing material without this treatment has proven to quickly mildew and blacken, creating a major expense and maintenance problem for the homeowner.
After review by the CDC, you will be notified in writing about your request.
When roofing is completed, call (808) 977-8716 to schedule a Final Inspection.
